A 29-year-old woman was slashed across the neck and died this morning.

A police spokeswoman confirmed that the victim was declared dead at Beth Israel Hospital about 10 minutes ago. She was found around 10:33 a.m. “heavily bleeding” from the neck and in partial cardiac arrest inside of 191 Orchard Street near East Houston Street.

Further details regarding how she died or if there are any suspects were not immediately available. A distraught man, pictured above, was seen speaking at length to investigators a half-hour after the incident.

Update | 12:52 p.m. A resident of the building who did not wish to be identified came upon the victim moments after a neighbor attempted to revive her in the hallway. “It was a big mess. There was blood everywhere,” the resident said.

According to the resident, a medic said the victim’s injuries were not consistent with a fall down the stairs, as some initially suspected. “She had compound fractures in her arm and she was cut,” the resident said. The victim, who was wearing acid-wash blue jeans, had a Missouri drivers license in her wallet, which also still contained money, credit cards and an iPhone.

“She did not look like she was homeless or a hooker,” the resident said. “She had too many accouterments of the average American young person in her 20s: An iPhone and wallet full of plastic.”

The longtime resident added that it was unlikely the victim lived in the building.

“It’s pretty upsetting. I almost threw up.”

Update | 5:20 p.m. Lower East Side Slashing Victim Identified

A man robbed the Chase bank on Second Avenue near 10th Street this afternoon.

Around 1 p.m., a man passed a teller a note demanding money and then fled with an unknown amount, according to the police.

The suspect, who wore sunglasses and black and yellow sneakers, was said to be about five-foot-eight with a medium build.

It’s the first bank robbery in the neighborhood since the Emigrant Savings Bank, just a few blocks away, was held up in June.

Former Cro-Mags bassist Harley Flanagan was arrested after reportedly stabbing and biting current members of the band before their show at Webster Hall last night, law enforcement sources told The Post.

Bowery Boogie witnessed the incident and reported that “Harley Flannegan [sic], founding member of the Cro-Mags stumbled into the VIP lounge with a knife.” According to the site, security quickly mobilized and “it took no less than six beefy dudes to control the madness. Blood was everywhere, and bone protruded from his shin.” The site followed up its initial report with photos from the scene.

Sources told WABC that “a former member of the band” was taken into custody after “one of the victims had been slashed, and the other had been bitten. Sources say that the two injured men were members of the band that was performing on Friday night. Both victims are expected to be okay.”

Mr. Flanagan is a longtime East Villager who at one point lived in Allen Ginsberg’s building at 437 East 12th Street (the poet was a family friend and introduced a book that Mr. Flanagan wrote at the age of nine). He co-founded the Cro-Mags but is at odds with the current iteration of the band. He discussed his semi-professional dedication to mixed martial arts and his issues with former bandmates in Fight! magazine in 2009. “There were years during our beef where we said a lot of shit and I offered to fight it out and put it on video,” he said. In March of this year, he once again called out John “Bloodclot” Joseph McGowan, current Cro-Mags frontman and East Village tour guide.

“The dude is a fraud. He was back in the day and he still is,” Mr. Flanagan told Vista Fanzine, going on to say, “All I know is this, from here to eternity I will always be willing to EITHER one, gig together with all of those guys just strictly out of the love for the music & the Cro-Mags or if John EVER actually has the balls to back up all the shit he talks, to step up and I’ll beat his ass. Again…That is if he EVER has the balls to actually step up to the 100’s of times I’ve called him out, emailed him, called him, etc.”

It’s unknown whether Mr. McGowan was involved in the incident, and according to The Times, law enforcement officials have not yet identified the attacker in last night’s incident. The victims were taken to Bellevue Hospital and were in stable condition. “One was treated for a bite mark and a cut to the face and the other had cuts to his arm and stomach,” police sources told The Daily News.

Update | 9:03 a.m. The Post has now printed the names of the victims and reports that Mr. Flanagan was hit with two counts of second-degree assault and weapons charges. “William Berario, 45, was slashed above the eye and bitten on his cheek. Michael Couls, 33, — the band’s current bassist, who is known in the hardcore world as ‘The Gook’ — was cut on his arm and stomach.”

Here’s a sketch of the suspect in this morning’s shooting in the Lower East Side that likely would have killed a police officer were it not for his Kevlar vest. The incident happened in the stairwell between the 18th and 19th floors of the Seward Park Houses at around 3:40 a.m. While on a routine patrol, Officer Brian Groves came upon the armed suspect, who shot him in the chest after a brief pursuit, according to a statement from Commissioner Raymond Kelly. The Lo-Down reports a heavy police presence in the neighborhood.

A would-be robber cracked a female employee at Snack Dragon in the head with a tip jar he tried to snatch at around 2 a.m.

“Somebody walked in there and tried to take the tip jar,” said Deputy Inspector John Cappelmann, who confirmed the incident on East Third Street near Avenue B. “The female tried to stop the perp, and he wound up using it as a weapon.”

The victim required stitches in her head. Bloody gauze was left at the scene, where several stunned witnesses lingered until around 3 a.m.

One of the bystanders, who did not give his name, said he tried to pursue the suspect who fled the scene, but lost him on Avenue C.

Inspector Cappelmann added that investigators from the Ninth Precinct were on the verge of arresting a suspect.

A medic for the Fire Department was arrested early this morning after selling fireworks to an undercover officer, the police said.

The suspect, Anthony Baijnauth, was selling the fun — but illegal — explosives out of a large bag stashed in his car at Norfolk and East Houston Streets at around 12:10 a.m., the police said. After selling some of the fireworks to the undercover officer, the 24-year-old resident of Queens was arrested and charged with unlawfully dealing with fireworks.

Carl Knox, the 47-year-old who allegedly stabbed a man to death on East Fifth Street last week, turned himself in to police and is in custody, Deputy Inspector John Cappelmann announced at last night’s meeting of the Ninth Precinct Community Council.

Mr. Knox, who turned himself in on Sunday at the 44th Precinct near Yankee Stadium in the Bronx, faces a charge of murder in the second degree. Inspector Cappelmann shared a few additional details about the dispute that led to the death of 31-year-old Corey Capers. Mr. Knox, who was staying at 737 East Fifth Street in the Lower East Side II houses, got in a dispute with the goddaughter of his girlfriend over the fact that she was watching television. The argument escalated to the point that Mr. Knox began abusing his girlfriend, and the goddaughter alerted a group outside of the building. The group then chased Mr. Knox to scaffolding in the front of 709 East Fifth Street, where he allegedly stabbed Mr. Capers.

Tonight is the last meeting of the Ninth Precinct Community Council this summer, and one subject is sure to come up: the recent uptick in crime in the East Village.

According to the latest crime statistics compiled by the Police Department, felony assaults have increased by 33 percent in the last 28 days in comparison with the same period last year. Robberies are up 29 percent when comparing the same time frames.

In the year to date, overall crime is up by roughly 3 percent when compared to 2011, according to statistics.

The spike comes amid recent high-profile incidents in the neighborhood, including the first homicide of the year, as well as a stabbing in East River Park. Read more…

A man was stabbed to death on East Fifth Street early this morning, the police said.

The police said that at 3 a.m., they responded to a report of a 30-year-old man stabbed in the chest in front of 737 East Fifth Street, between Avenues C and D.

The victim, who could not be identified as his family had not yet been notified, was found unconscious and was pronounced dead on arrival at Beth Israel hospital; there have been no arrests in the ongoing homicide investigation, the police said.

Update | 6:30 p.m. The victim has now been identified as Corey Capers, a 31-year-old resident of the Baruch Houses, the police said.

Someone made a failed attempt to rob the Emigrant Savings Bank at 105 Second Avenue around 45 minutes ago, a police officer and bank employee confirmed. The pair would only add that the suspect did not flash a weapon. Just last Wednesday a man robbed the HSBC three blocks to the north.

A man was stabbed in a playground in East River Park last night, the police said.

The 59-year-old was near FDR Drive and East Eighth Street at around 8:30 p.m. when he got in a dispute with another man. The argument escalated, and the victim was stabbed in the torso.

Police charged Conrado Speck, 50, with assault with a weapon and criminal possession of a weapon. The victim is expected to survive.

The police are searching for a man who allegedly robbed the HSBC at Second Avenue and East Ninth Street around 45 minutes ago.

An officer at the scene provided The Local with a surveillance image of the suspect, who is seen wearing a black cap and a long-sleeved white shirt. The investigation had just gotten underway, but the police officer said that the suspect passed a note demanding cash, did not show a weapon, and escaped with under $200.

The Post reports that Kenneth Moreno, the former police officer who was acquitted of raping a woman on duty but fired after being found guilty of official misconduct, is thinking about suing the Manhattan District Attorney’s Office for allegedly planting incriminating evidence.

You’ll recall baggies of heroin were found in Mr. Moreno’s locker, and woes at the stationhouse continue: The Post hears from a source that the last of four 9mm pistols stolen from the locker room was swiped after officers were assigned to patrol the room.

At last night’s meeting of the Ninth Precinct Community Council, Capt. John Cappelmann shared the latest on the early-morning shooting on May 12. “The guy didn’t wait for police,” Capt. Cappelmann said of the 29-year-old who took himself to Bellevue Hospital after being shot in the lower right leg. “Usually that means they were up to no good in the first place.”

He added that the victim is “no surprise. He’s known to us very well.” Surveillance cameras captured people fleeing the scene following the shooting, and police officers are dedicating manpower to preventing retaliation for the incident.

Remember the guy who recovered his stolen bike after posting flyers around the neighborhood? Rich Minkoff is hoping he’ll be so lucky. The Greenpoint resident’s custom-built bike, estimated to be worth $2,000, disappeared from Avenue A last week, and now he has papered the area in an effort to get it back.

Mr. Minkoff said that around 10:30 a.m. Thursday, he met his girlfriend, who lives in Stuyvesant Town, at Table 12, the coffee shop at Avenue A and 12th Street. He rested his bike against a table outside of the café and walked in to fetch his girlfriend. Within two minutes, it was gone. Read more…

A man took a photograph up a passenger’s skirt while they rode a southbound 4 train arriving in the Union Square station on April 18, police said.

The 24-year-old victim approached officers in the station at around 4:10 p.m. and showed them a photo she had taken of the voyeur. The suspect, who is said to be around five-foot-five and 150 pounds, is wanted for unlawful surveillance.

Narcotics officers arrested nine people inside an apartment in Campos Plaza that contained a loaded 9-millimeter, cocaine, marijuana, shotgun shells and scales.

A police spokesman said that the investigators served the warrant at an apartment at 641 East 13th Street around 5 p.m. on Sunday following a longterm investigation. Three men caught there face charges of criminal possession of a weapon, possession of a controlled substance, and criminally using drug paraphernalia. They are Andrew Hudson, 20, Jose Perez, 21, and Demetrius Blas, 17. The trio all have criminal records, according to a criminal complaint. The others busted in the apartment were released. Capt. John Cappelmann, the new commanding officer of the Ninth Precinct, reported that four new officers started patrolling the neighborhood on Monday, as he promised in January. Four to six more officers should start in the next couple of weeks, some of whom will focus on quality of life issues. “It’s a tremendous boost for us in personnel numbers,” Capt. Cappelmann said. A robber flashed a gun and stole an undetermined amount of cash from the HSBC at Broadway and East Ninth Street at around 9 a.m. this morning.

A police spokesman said the suspect, a white man in his 40s carrying a blue knapsack, was last seen running west on East Eighth Street.

At 10:30 a.m. investigators were still mingling outside of the bank, which was closed.
