St. Mark’s Bookshop Back From the Brink

Cooper Union has eased the St. Mark’s Bookshop financial burden — somewhat.

A day after students from the school protested the possibility that they would have to pay tuition for the first time in more than a century (we’ve now added video of that demonstration to our initial post), politicians, community activists, school officials and the bookshop’s owners officially brought the two-month rent dispute to an end at a press conference this morning.

Under the agreement for the next year, Cooper Union will, as reported by The Times last night, cut the bookshop’s rent by $2,500 from its current rate, $20,000 a month.

Cooper Union will also forgive $7,500 of the shop’s debt and send a team of students to work with the owners on creating a new business plan. The agreement, which only last week seemed dead in the water, should save the store $40,000 over the next year, according to Manhattan Borough President Scott Stringer, who took credit for bringing an end to the standoff.

St. Mark’s Bookshop May Hear from Cooper Union Today (Updated)

Yesterday, St. Mark’s Bookshop co-owner Bob Contant told The Local that he hoped to hear from Cooper Union today about his request for a $5,000 per month rent reduction, but knew nothing for sure: “They could table the whole thing.”

The Board of Directors has been holding regular committee meetings all week. Earlier in the week, Director of Public Affairs Claire McCarthy said the issue would likely be discussed at a meeting of the entire board on Wednesday; beyond that, she said, there was no new information.

She added that school officials are well aware of the Bookshop’s support but there is no timeline on a decision.

Meanwhile, Mr.Contant said, “All of this publicity has really helped us.” The number of signatures on the petition (now over 35,900) spiked over the weekend following a New York Times story.

Until a decision is made, the pressure remains on Cooper Union.

“Trying to look at it objectively,” Mr. Contant said, “the longer it goes on, the worse they look.”

Update | 8:07 p.m. It now appears that the story will not see it’s conclusion until the end of next month. Mr. Contant said that Cooper Union Vice President T.C. Wescott told him earlier today that the store’s request was being sent to the board’s Finance and Business Affairs Committee, and their report on the rent dispute is expected to be completed in late October. “Nobody wants to be pressured into making a decision,” Mr. Contant told The Local.


Fringe Fest Briefly Revives 45 Bleecker as Theater, But Could It Become a Bar?

Almost a year after 45 Bleecker Street ceased to operate as a theater due to a dispute between the landlord and the production company that leased the space, the New York International Fringe Festival is reviving it as a temporary headquarters. Starting this Friday, the venue will host productions such as “Jersey Shoresical: A Frickin’ Rock Opera” and “Theater of the Arcade: Five Classic Video Games Adapted for the Stage.” However, it’s uncertain how long the space’s life as a theater will last.

The landlord Fred Rogers, a retired New York City electrical engineer who now lives in Las Vegas, is aggressively trying to find a new tenant. He said that of the potential renters, “a couple” were interested in turning the space into a restaurant, another couple hoped to turn it into a bar, and just one was interested in keeping the building as a theater.

Mr. Rogers said he doesn’t care what type of business eventually occupies the space: “I’m an owner, period, and I’m looking for steady tenants.” Read more…


Jimmy McMillan Doesn’t Have to Prove to You That He’s an East Villager

IMG_0034Meghan Keneally Jimmy McMillan is facing eviction from his rent stabilized apartment on St. Mark’s Place, though when working, he spends much of his time in his car.

This morning, The New York Post reported that the city’s most memorable gubernatorial also-ran, Jimmy McMillan, says he is facing eviction because, according to his landlord, his St. Marks apartment is not his main residence (it’s said he works largely in Brooklyn, where the headquarters of The Rent is Too Damn High party are also located.) Mr. McMillan has reportedly lived in the East Village apartment since 1977, but when The Local contacted him (perhaps he, too, would share some of his favorite brunch spots?), he didn’t seem eager to show off his East Village bona fides.

“As an independent undercover investigator, I need to be careful about my family’s safety,” Mr. McMillan said. “I will not give out information about my rent or location. I have a constitutional right to privacy and I will not tell you or anyone where I slept last night or where I am going to sleep tonight.” Read more…


A Look at Rent Law Changes

In 11 days, changes in the laws that regulate how much your landlord can charge in rent per month will begin to take effect.

However, the changes are not exactly what local tenant advocacy groups wanted. Many groups, including the Cooper Square Committee, Real Rent Reform, Tenants and Neighbors and the Good Old Lower East Side were hoping state legislators would eliminate the rent laws’ vacancy decontrol, which allows a landlord who renovates a unit to charge more in rent per month to a new tenant after the previous vacates the unit. Instead, vacancy decontrol remains in the law.

The renewed laws, which were passed in conjunction with but overshadowed by the passage of same-sex marriage in New York, affect the residents of 1 million rent-regulated apartments across the state. It also affects the landlords of those buildings.

There’s a birthday party coming up soon and everyone in the neighborhood is invited. Bowery Boogie is celebrating its third birthday at Motor City located at 127 Ludlow Street. Members of the news blog, which covers the Lower East Side, say that you can mention #BOOGIE at the party and receive a free drink.

There’s even more good news for the East Village and Lower East Side gay and lesbian community. EV Grieve reports this morning that the pastor of Trinity Lower East Side Lutheran Parish will perform free same-sex marriage ceremonies beginning next year. The announcement comes three days after state lawmakers in Albany passed a same-sex marriage act.

Finally, there were two important government meetings last night that effect you directly. First, The Local’s Laura E. Lee reports that the Land Use, Zoning, Public & Private Housing Committee of Community Board 3 discussed four possible modifications to the Essex Street Market:  create a new market, keep what we have the same, keep the facade of the existing market and building above or have two separate markets. Many locals do not want the market closed. A decision was not made last night. The committee will continue discussing the matter next month.

And, although they heard boos while doing it, the Rent Guidelines Board passed rent increases of 3.75 percent for tenants signing a one-year lease and 7.25 percent for tenants signing a two-year lease. The increase equates to at least $60 more a month for most East Villagers.


Rent Board Approves Increases

Rent prices across the city will increase 3.75 percent for tenants signing a one-year lease and 7.25 percent for tenants signing a two-year lease.

Members of the Rent Guidelines Board passed the increases by a vote of 5-4 Monday night during a meeting in Cooper Union’s Great Hall. The vote came at the conclusion of a raucous meeting during which dozens of demonstrators — many of whom chanted and held placards — called for a freeze on increases this year.

The increases, which apply only to rent stabilized apartments and lofts, take effect Oct. 1 and last until Sept. 30, 2012.

Based on the $1,700 a month average for studio apartments in the East Village, the increases approved by the board tonight translate into an average of $63.75 for one-year leases and $123.25 for two year leases. For tenants living in a one-bedroom, where the East Village averages $2,500 a month in rent, the average increases are $93.75 for one-year leases and $181.25 for two-year leases. Housing activists said after the vote that the negotiations preceding tonight’s meeting were slanted in favor of landlords.

An hour before the vote, scores of people gathered outside the Great Hall. Many of those in attendance had taken part in a rally organized by Tenants and Neighbors earlier in the afternoon.

The Day | A Weekend of Pride

Good morning, East Village.

We begin today with a reflection on the weekend, which many people spent celebrating the passage of same-sex marriage act late Friday and the Gay Pride Parade Sunday. You can find complete coverage in The Times, including a piece about the reaction a bit west of our neighborhood. And later this morning, we’ll present images of the parade and other celebrations in a slideshow of images shared by the members of The Local’s Flickr group.

In other neighborhood news, you might have to find a new place to buy your steaks. Many people were saddened Saturday to hear that the popular Jeffrey’s Meat Market was no longer in business on the Lower East Side. The Wall Street Journal reported that the meat market is believed to be one of the oldest in the neighborhood’s history; the former owner, Jeffrey Ruhalter, 55, represents the fourth generation of his family to work at the shop.

There’s also a new crime alert: the authorities are looking for “gentlemanly mugger” who robbed a 73-year-old woman near Union Square last week. DNAinfo reports that this mugger politely opened the door to Apple Bank on Wednesday night, watched the victim withdraw $200 then snatched it from her hand. The police said the suspect was wearing a camouflage hat, white tank top and jeans and a yellow rope as a belt.

Finally, the Rent Guidelines Board returns to Cooper Union’s Great Hall today to determine if, or by how much, they will raise rent prices in the East Village and throughout the city. The Local has reported on the rally and final public hearing session last week, and one tenant advocacy group will hold one more rally today. The Local will have a reporter at the meeting. Marchers Rally Against Rent Increases

Dozens of chanting New Yorkers marched through the East Village Monday afternoon trying to gather more voices to oppose anticipated rent increases in New York City.

The march — which started at the corner of 14th Street and First Avenue, snaked through the neighborhood and ended at Cooper Union’s Great Hall — took place as the Rent Guidelines Board was receiving an earful of public testimonies. Board members will decide next Monday if, or how much, rent prices will be increased starting Oct. 1 and ending Sept. 30, 2012. The decision will affect tenants in rent stabilized apartments and lofts.

As the marchers turned corners and crossed streets, participants waved makeshift signs, pumped their fists and yelled, “The tenants, united, will never be defeated!”

After the march, city council members Daniel R. Garodnick and Rosie Mendez chanted with the crowd and urged the marchers to go inside Cooper Union and testify about why the guidelines board should not increase rent prices.


Rent Board Hears From Tenants

Adele Bender is a quiet woman with short red hair who lives in a rent-stabilized apartment in Forest Hills, Queens.

The 80-year-old widow took an hour-long trip to the East Village this morning to tell the Rent Guidelines Board how she and her neighbors cannot afford to pay higher rent.

“I’m here for the concerns of senior citizens,” Ms. Bender said. “Social Security has not been increased, but rent has gone up. I have a friend, I can tell you right now, who gets $1,400 in Social Security a month and she has to pay for expensive drugs. Her pills are several hundred dollars. Look, I know we’re here talking about housing and not health, but most times they are connected.”

Ms. Bender and several other New York City residents have piled into Cooper Union’s Great Hall today hoping to convince board members not to increase rent prices this year.

More than 100 people from across the city have pre-registered to address board members and even more New Yorkers will arrive later today to speak to board members informally.

Talk to the Rent Guidelines Board

East Villagers, Monday is your last chance to publicly address the Rent Guidelines Board before board members vote on rent increases.

The board held a public testimony session yesterday at the New York City College of Technology in Brooklyn. Board members will hold their final testimony session starting at 10 a.m. Monday inside Cooper Union’s Great Hall. Board members will listen to testimonies throughout the day and into the evening.

To the dismay of many East Villagers, the board took a preliminary vote last month to increase rent prices from 3 percent to 5.75 percent for tenants signing one-year apartment leases and from 6 percent to 9 percent for those inking a two-year lease.

Andrew McLaughlin, the board’s executive director, said Friday it’s tough to determine how much the public testimonies will impact the board’s final decision on increases.

“It’s certainly an important part of the process,” Mr. McLaughlin said. “It gives the board an opportunity to hear from the public, but the amount the testimonies impact the actual vote depends really on each individual board member.”

If you would like to speak during the public testimony session, arrive at the Great Hall before 6 p.m. and register with a board official.


Locals React to Rent Law Impasse

As the hours tick by and criticism mounts, state lawmakers have not settled on a renewal plan for New York City rent laws.

Legislators in Albany allowed the law to expire Wednesday night and they’re now in extra innings trying to develop a solution that satisfies both Assembly Democrats and Senate Republicans. Gov. Andrew M. Cuomo has said that he wants the law renewed in some form before the 2011 legislative session ends Monday.

Meanwhile, local tenants and tenant advocacy groups in our neighborhood are anxious to find out what will happen. They’re constantly checking news Web sites, e-mailing their contacts in the Capitol and taking their protest efforts to a higher level. Here’s some local reaction to the deliberations in Albany.

Locals Join Albany Rent Law Protest

ALBANY — Hundreds of New York City residents, including 33 from the East Village, converged on the state Capitol Building Monday trying to urge state lawmakers to renew and tweak the laws that govern apartment rent prices.

Leaders of the Cooper Square Committee, Real Rent Reform and Good Old Lower East Side, organized the rally, which muscled its way into the building, past legislators, up steps and eventually to the office of Gov. Andrew M. Cuomo.

Shouting “Fight! Fight! Fight! Housing is right!” the rally participants started on the fourth floor and then moved to whichever other corridor could accommodate them. They made noise, blew whistles, waved posters, banged on doors and clogged hallways.

“Right now, in Albany, our presence and our demands are being heard more than ever, more than I can ever remember,” said Wasim Lone, housing services director for Good Old Lower East Side.

At issue is how and at what rate landlords should be allowed to raise rent in future years. In its current form, the rent laws allow New York City landlords to dramatically increase the rent of a property immediately after a tenant has moved out. This practice, known as “vacancy decontrol” has resulted in roughly 300,000 empty rental units across New York City, said Marina Metalios, 48, a volunteer with Real Rent Reform.

A Bus Trip to Back New Rent Laws

Leaders of the Cooper Square Committee and the Good Old Lower East Side are organizing a free bus trip to Albany Monday so East Villagers can speak out in favor of changes to New York City rent laws.

“We’re planning to have a rally inside the Capitol,” said Georgina Christ, housing chairperson for Cooper Square Committee. “We’re just gonna make noise and try to talk to the elected officials.”

At issue is how and at what rate landlords will be allowed to raise rent in future years. Rent prices are a particularly hot-button issue for locals since the East Village is the home of some of the city’s most expensive rental properties.

As the law stands, Ms. Christ said, landlords are allowed to dramatically raise the rent of a property after a tenant has moved out, a practice known as “vacancy decontrol” that prevents future tenants from paying the same price for rent. Wasim Lone, the housing services director for Good Old Lower East Side, said vacancy decontrol is responsible for tens of thousands of vacant units around the East Village and the Lower East Side.

The Day | Driving Up Rent

For some who attended last night’s meeting at Cooper Union, it may not be such a good morning. Protestors booed and jeered as the New York City Rent Guidelines Board took a preliminary vote to increase rent stabilized apartments between three to 5.75 percent for one year apartment leases, and up to nine percent for two year leases, with an additional one percent for oil-heated buildings, DNAinfo reports.

The board approved the increase with a 5-4 vote, citing the need to keep up with the growing operating costs for building owners. What’s next? Two more public hearings on June 16 and 20, before a final vote on June 27. Will you be in attendance? Let us know.

But hey, at least British royalty can still afford the neighborhood. On Saturday, the East Village tipped its hat to the famous newlyweds, with a fresh mural of Prince William and Kate Middleton holding court on the corner of East Houston and Avenue B. According to BoweryBoogie, Lower East Side artist Chico offered up his congratulatory message (only up for about three weeks) after being commissioned by Branson B. Champagne, a Harlem based liquor company.

And the rain, rain won’t go away–at least not for another day. Expect wet weather with a high of 55.


To Buy or Not to Buy?

It’s fun to gawk at the $3 million lofts and $4 million townhouses in Curbed’s Marketplacelistings for the East Village. Most of us can’t do much more than gawk at these palatial 3,500-square-footers unless we’re feeling very ambitious and chance a pipe dream while lying in our beds — which are conveniently five steps from the kitchen, bath, and front door in our 450-square-foot studios — wondering if today is a hot-water day or no-hot-water day.

But maybe someday we will be able to afford a less garish apartment with a more reasonable price tag. In fact, if you have the money now or in the next few years, you may want to think about making a move sooner than later. According to Tara-Nicholle Nelson, consumer educator for Trulia.com, a real estate search engine company and research group, prices and interest rates are extremely low right now and qualifying for loans will become more difficult in coming years.

We at The Local asked Ms. Nelson for a status update on the East Village market and some expert advice on buying and selling.

How has the East Village market evolved recently?

A.

In terms of price, we’ve seen value increase over this past year. On a price per square footage basis, there’s been a 26.5 percent year-over-year increase to $1,087 per square foot from $798 per square foot.
